그런 거짓말이 통하는 경우란,
그 거짓말로 야기된 정치, 경제, 군사적 위해로부터
국가가 인민을 보호해 줄 수 있을 때 뿐이다.
따라서, 이때 결정적으로 중요한 것은,
국가는 반대자들을 억압하는 데 자신의 모든 권력을 사용해야 한다는 점이다.
왜냐하면,
진실은 거짓말의 불구대천의 원수이기 때문이며,
이와 같은 방식으로,
진실은 국가의 가장 거대한 적이기 때문이다
